Main Street Board
The program began in 1981 and is affiliated with the National Trust for Historic Preservation. The Texas Main Street city Program is among the most successful downtown revitalization programs in the nations, and has assisted more than 140 Texas cities through the program.

Parks & Recreation Board
The mission of the Winnsboro Parks & Recreation Board is to foster community participation and improve the quality of life for citizens of all ages, by providing safe recreational facilities and programs, opportunities for leisure time, aquatics and park developments that will enhance the health and happiness of the citizens of the greater Winnsboro area. The board was re-instated in 2014 and consists of an employee of the City to serve as director and a seven member volunteer board.
